I think I first noticed this in 19.5. In the main menu when I pick on Preprocessor>element type>add/edit/delete no window pops up and the session is stuck. You have to restart ansys to get back to work.

I have not noticed it locking up for me. But have you tried the button in the ribbon to "raise hidden" objects? It is just to the right of the white command entry bar. It's possible the window opened, but is hidden behind the main GUI. And if you're not aware of the "raise hidden" button, you may think the only option is to restart the software.

I noticed it on 2021r2 and 2023r2.
Not only when editing/listing element types but it keeps frozen.
Even ctrl+shift+del does not resolve the issue. Only restarting mapdl.

et,1,186 or something like that.

Apparently, this is known bug
I tried with the element types and was not able to replicate the issue. Are you using 2 screens while working with APDL? If you are running Mechanical APDL with more than one screen (especially a combination of laptop and external monitor), pop-up windows may appear off-screen. Please refer to the KM below for more details.
MAPDL GUI freezes when I click on anything which opens a pop up window. How to solve this?
Can you check the display device type you set before launching the APDL? You can try various options and see if it helps. For more details, you can check the Ansys help link below.

BTW the pop seemed to work when Ansys was on my main monitor, but not on the second one....
